Best town in Montenegro for a month?

Looking at Kotor or Budva but Budva seems more of a party town.

Kotor beaches look super rocky but I guess you can’t have it all. We are thinking of going early October after tourist season slows down a little.

Any suggestions please? Tivat maybe? We just want a nice sand beach and some cool town to explore. Not into bars or clubs. Thank you!
