Cheap makeup brand recommendations

Hi!! I'm very new to makeup, and I want to do makeup for prom (in 2 months) However I am very broke and so can't afford fancy good quality brands. Does anyone have any cheap-ish makeup brand and makeup tools (brushes, makeup sponges, etc) recommendations that are also good quality and newbie friendly? Preferably if they could be under US$10/ UK£8, and available in physical stores in the UK (I dont have access to online shopping because I dont have a credit card)
